Born in the borderlands, built for the people who live there
Voice of Peace for All in the Horn of Africa (VOPA) is a non-profit organisation that promotes peaceful living with dignity, respect, hope and humility.
We were registered in 2019 as a Community-Based Organisation with Kenya's Ministry of East African Community, Labour and Social Protection, Department of Social Development. We are also registered with the Federal Government of Ethiopia and at district level in Elwak and Bellet Hawa, Gedo Region, Somalia.
Our offices in Elwak and Bellet Hawa implement activities across Jubbaland; our Mandera and Elwak offices implement projects in Kenya; and our Mubarak office covers Ethiopia.

Our values
Four words in our founding promise shape every dialogue we facilitate and every programme we run.
Dignity
Every person deserves to live free from violence, hunger and fear.
Respect
We honour local cultures, knowledge and leadership in everything we do.
Hope
We believe even the most entrenched conflicts can be transformed.
Humility
We listen first, learn constantly and let communities lead.
The Mandera Triangle
Home to millions of pastoralists facing dwindling grazing resources, climate shocks, resource-based conflict and disease outbreaks — and to some of the most resilient communities on earth.

Kenya
All of Mandera County and Moyale in Marsabit County. Offices in Mandera and Elwak.

Somalia
Elwak and Bellet Hawa districts of the Gedo Region, with activities implemented across Jubbaland.

Ethiopia
Mubarak, Lahey, Kadaduma and Moyale districts in the Dawa Zone. Office in Mubarak.
The challenges
Frequent exposure to climate change and environmental degradation, armed conflict, and political, economic and food crises that deepen poverty for rural and urban families alike.

To create lasting solutions for peace and development — so no one goes to bed hungry, every child goes to school, and everyone can grow.
Accountable, flexible and built for impact
VOPA has seven board members who provide overall direction and meet bi-annually to review progress and identify new opportunities. Our management structure encourages flexibility and autonomy, creating space for creativity and innovation while ensuring maximum accountability and high-quality output.
We have developed functional management practices and stringent internal controls, including:
- Financial Policy
- Procurement Policy
- Human Resource Development Policy
- Security Policy
- Monitoring & Evaluation Plan
- Project Implementation Policy
Powered by partners who believe in local solutions
We depend on local and international donors. Every proposal starts with a problem-scoping assessment in the community, so funding goes where it is needed most.
